As far as I know, no. However, if Exchange 2019 Server supports KMS activations and Microsoft publishes GVLK product keys for it (Volume License Keys), then you're welcome to try it. As long as the protocol used for activation is the same as the one used for Windows OS and MS Office, it should work.
