Bee dumper cleanups to support cluster validation

A set of related changes are needed:

• [x] Modify UbooneBlobSource to pack run+event into IFrame::ident giving 16 bits to each.
• [x] Replace built-in Bee dumper with WireCell::Bee in MultiAlgBlobCluster
• [x] Replace dumpe_deadarea()

Goal is to produce Bee files from MABC that has:

• sequential count in Bee's "Event No." column
• non-zero run and event numbers in Bee's r-s-e DAQ ID

I will change MABC to ignore the current config bee_dir with a warning and instead rely on a new config bee_zip to set the name of the Bee zip file. Shout if that is going to be painful.

I will find a way to support the special "dead area" Bee JSON file though it does not currently fit int WireCell::Bee support.
