feat: time saved info: add "max potential effective playback rate" (at infinite `silenceSpeed`) #146

I.e. if someone has set silenceSpeed to 1.25, they're missing out on a lot of saved time. Need to show how much they're missing.

Though I'm not sure if this can fit anywhere outside of the time saved tooltip. Maybe need a new UI for this (#110)
