What's new for developers? (August 2024) #286

This is a rolling discussion for a monthly series that is intended to keep track of the items, PRs, Trac tickets, and Make blog posts that are interesting/important for developers. The goal is to publish a post on the 10th of each month with the previous month's updates.

Copying this over from the Google Doc since it's not going to land until Gutenberg 19.0, so it should go in the September update:

Heading: Enable heading level curation #63535 curate available heading levels via new attribute levelOptions. Then you can restrict available heading levels via block markup in Patterns and template or modify the attribute programmatically via filters. Code examples in the PR.
