Sidebar panel selection should persist between blocks #62064

When switching to e.g. the "Styles" tab in a block, the Block Editor should remember this setting when switching between blocks. This would allow a smoother editorial flow when working manually through a series of blocks and e.g. changing the block spacing or colour.

@jordesign This applies for the site editor and the regular block (content) editor.
