[1.14.4] Secret Stairs do not have the correct collision box #28

Expected behavior: Secret stairs actually act like stairs, allowing one to go down or up without jumping, having the same collision box as any vanilla stair block.

Current behavior: Secret stairs have the same collision as a full block, making it impossible to make staircases like with vanilla stair blocks.
