This PR contains the following changes:

This PR began as changes to enable 240P video modes, but also added the DCSEL register space widening to enable VERA revision ID which will be important as bug fixes are introduced in order to allow us to determine if a bug report is against the latest bitstream or not.

240P makes the CRT retro experience both more tolerable (having no interlace flicker) and more "authentic" (looking like an 80s computer display).
