Question about server_state : tracking

Version: 1.1.1 MultiSign.

When I run server_info I got below. It said that server_state: tracking. How I can fix it??

I updated 1.1.1 to 1.2.3. After that, "tracking" is changed to "proposing". But I'm getting "InsufficientNetworkMode". I will keep posting. BTW, Is MultiSign still working with version 1.2.3??

Still have "InsufficientNetworkMode", but I gonna close it. I will keep eyes on my node during a day. If it is not sync by tomorrow, I will reopen it. Thank you,
