Warehouse 1 is collecting output from all factories and not handled by XS
Warehouse 2 is a distribution warehouse, purchases from WH 1 and set to "enhanced" supply.
Issue: Warehouse 1 has insufficient supply; XS on WH 2 reports that. But it also reduces order quantity from WH 1 to the available quantity instead of the required (enhanced) quantity.
Why? I could place a one-time contract at WH 1 from the open market to compensate for the (temporary) lack of required product, but i dunno the actual required quantity because the WH2 only orders available stock, which can even be 0.
Solution: always order the required supply (if there is only one supply contract for that product?) , even if it is not available.
