Move weather handler from LethalLib to WeatherRegistry #2

This PR aims to replace all weather-related LethalLib bindings to use WeatherRegistry ones. This includes:

using WeatherRegistry.Weather and WeatherRegistry.ImprovedWeatherEffect instead of LethalLib's WeatherEffect implementation
defining WeatherRegistry as a hard dependency
moving blacklisted levels config to WeatherRegistry

i forgot to add: there's a nuget package for my stuff (https://www.nuget.org/packages/mrov.WeatherRegistry/), but it has the wrong version and i'm not actively updating it (because i've not yet figured the workflow), so that'll come laaater
