unable to drag window by captionbar

can you please make the very top of the window moveable?

i think the issue is common but i hope there will be a fix someday

If you got a the OS caption duplicating Min-Max-Close buttons and not 
operative, this is a bug, that caption won't work.
If you can't move a restored (not maximized) window without the OS caption, do 
personalize to add a HCTP drag & drop icon on the upper bar to be able to move 
it.
