Manual Content: Preferences page is missing an entry for the Particle Editor #4729

Description

Preferences is missing a page reference for the Particle Editor options.

Expected: A similar page should be added to match the rest of the resource editors.

Added a page to the manual for the Particle Editor Preferences and one for the Inspector Preferences (this one also turned out to be missing). Also added a few notes to The Particle System Editor page to refer to the preferences.
