Is there a way to require libheif >= 1.10.0?

Unfortunately it seems pkgconfig(libheif) didn't magically work like I expected - https://download.copr.fedorainfracloud.org/results/zawertun/kde/fedora-35-x86_64/03487627-kf5-kimageformats/builder-live.log.gz
