Slip/Voucher info patch

You may want to review this patch as it's been so long since I looked at 
POLUtils and have since changed my settings back.
I'd like to apologize for this ahead of time as everyone has different ways of 
formatting their documents.

That being said, the patch to get Voucher and Slip support added to POLUtils is 
available as an attachment to this issue.

I've submitted the found XML files to FFXIAH.com use Jaerik and will be 
attempting to post it to scragg as well if I can figure out which one lol.

In the meantime, I posted the relevant 7z file I'm sending around to people who 
may have interest in it.

I'll look into it when I have time (won't be before next weekend).
I do see that I won't be able to use the patch directly (lots of messed up 
"smart" formatting), but I'll probably be able to read it to get the important 
info.

If I read it correctly, this is a new set of item-type DATs; so in order to 
test the changes I'll need those DATs (and probably also the FTABLE/VTABLE 
files for whatever ROM directory they reside in).
I'll also need to get my PC running properly again, which is less obvious; so 
maybe I'll just attach a development build installer to this ticket when I have 
one.

Tim, were you able to get the DATs?  I can upload whatever you need.  If you 
have a steam account, I can gift you FFXI.  It's nice to have an install 
waiting in the cloud (that's what I do).  Thanks Doomer18 for the files, I will 
try to import them in my DB.

At the moment the biggest hurdle is that my PC is down, and I don't have my 
normal dev environment set up on my work laptop.
Based on doomer18's patch, I would need files 94, 56207, 55787 and 93 (plus the 
current FTABLE and VTABLE files, since those map the file numbers to the actual 
DAT file).
I do have a Steam account (psn_zastai), but I don't think there's any point in 
gifting me FFXI just for these files (unless the steam version updates all the 
game data files via steam and not in the PlayOnline way (which would require an 
active subscription to be able to get any new DATs)).

I just bumped Nevin Stepan (radecforever) to committer; he'll be taking over as 
maintainer. He's got a 0.9.9.2 release ready to go.
I think this includes the Slip/Voucher support; if not, he can integrate this 
patch.

Nice, glad you were able to find someone you trusted to be committer :)  My 
real life isn't really giving me much option on things i can and can not do.

Thanks for the information in the original issue, this was the first thing that 
inspired me to start working on POLUtils. Resolved in 0.9.9.2
