create localisation system for front-end strings (languages) #185

I could not think of a better way to name this issue, but basically: create an english locale for front end UI, and allow for servers (or users, this is still undecided) to change their language on zenvibe.

this is completed on the localisation-test branch but just needs testing in a live environment, I will set this up later today. The issue is staying up for now.
