WithdrawAsset never check allowlist #27

Need to check allowlist for WithdrawAsset

Also can update (* - Anyone who has assets can draw their asset. *)

Regarding WithdrawAsset, the asset owner will be always the verified buyer or seller. But I think it’s good to have a guard for allowed user in WithdrawAsset.
