Improve response to misuse of learned commands #102

When the command has a regex parameter and the parameters don't match, either respond as if the user entered !!help $COMMAND_NAME or insult them.

I'm not sure if we record who created the command, but we should insult the guy who created the command if he can't get his own command right.
