I'm not 100% sure if the order matters here - I've ensured it's Catalytic/Elemental Tiara -> Catalytic/Elemental Talisman -> elemental-specific Tiara -> elemental-specific talisman, but I can see a world where we'd prioritize tiara's over talismans. But I haven't checked if the order matters at all
