feat: Create VarComparisonRequirement for Lumbridge Elite quests complete check #1766

There's a varbit used which holds the total quest points. This makes use of this in the Lumbridge Elite Diary.

This also creates a new Requirement, VarComparisonRequirement, which makes it simple to compare the active values of various varbits and varps.
