Snap `man_made=surveillance` to buildings #471

Most of the cameras that I meet near buildings are located on the buildings themselves.

Exceptions that can be made: man_made=surveillance + highway=street_lamp man_made=surveillance + power=* some surveillance=? ... ?

One issue I have with this, is that currently snapping expects that objects have to be snapped, and adds fixme=Please snap me with it cannot find a target.
