Issue Summary

Surveillance_Data_animation.gif in COVIDView can't be paused and lasts longer than five seconds.

From WCAG 2.1 2.2.2 Pause, Stop, HideLevel A Moving, blinking, scrolling: For any moving, blinking or scrolling information that (1) starts automatically, (2) lasts more than five seconds, and (3) is presented in parallel with other content, there is a mechanism for the user to pause, stop, or hide it unless the movement, blinking, or scrolling is part of an activity where it is essential;

Steps to reproduce the behavior:

  1. Go to https://www.cdc.gov/coronavirus/2019-ncov/cases-updates/index.html
  2. Observe animated GIF in "COVIDView" block

Expected behavior

Animation should play less than five seconds or have a pause/stop button
