Add a3-notlazy instructions to Admin Panel #36

Currently the a3-notlazy class instructions are on the wordpress.org plugin details page in the FQA section.

Users can't find that - should add them as a help note on the plugins Image Options panel under the Skip image by class.

Closed as this is redundant with the new Lazy Load exclusion class skip-lazy and attribute data-skip-lazy released in version 2.2.0
