342 approximate file matching #432

@JonoYang It seems like the APPROXIMATE_MATCHED_TO_PURLDB_RESOURCE flag is not present in scanpipe.pipes.flag. We should add this flag to the upstream SCIO.

I've made a PR for that here: https://github.com/nexB/scancode.io/pull/1239
