Model resolution does not work on Windows #16

Create a CTA file that is valid on Mac OS X. Open it inside VSCode running in Windows You get an Ergo error that says the contract/clause model type cannot be found.

It is distinct from accordproject/cicero#207 , but I've made a fix.
