Update the following:
- README
- Install AP Logo for README
- Implement an Accord Project section which will exist in all repositories
- LICENSE - Update to official Apache docs
- DEVELOPERS
- Adjust commit message formatting
- Implement pull request guidelines
- CONTRIBUTING
- Change branch naming conventions
- Add step for finding or creating an issue before working
- Add step for updating branch before creating a PR
- Adjust step for updating from pull to fetch
