When merged this pull request will:

Add radial menu for selecting the object to place
Add short dirt cover and various sandbag walls as buildable
Add support for stacking sandbag walls
Add support for consuming supplies
Prevent placing of dirt covers on blacklisted surfaces like asphalt
Add cooldown for placement action
