Another wild guess: after some refusals, Sidney suggests that the end-user using Edge Dev vs Edge 'for the masses' is material:

According to some sources12, the gear icon for bing chat is visible only in Edge Dev version and not in regular Edge version. You need to have Edge Dev version 110.0.1587.57 or higher to access bing chat on your browser3. If you have the right version, you should see a Bing icon in the upper right corner of the window that opens a chat window when you click on it4.
If you donโt see the Bing icon, you may need to enable it in your browser settings. To do that, follow these steps:
- Click on the three dots menu at the top right corner of your browser window.
- Select Settings from the drop-down menu.
- Click on Privacy, search and services from the left sidebar.
- Scroll down to find Services section and toggle on Bing Chat integration.

I have checked the security logs and nothing: it was only me who has been logged in, so it leads us to the likely reason below:
Then I was testing if it is possible to replicate Edge Dev integration with Bing/Sydney via command line. In very short, variants of such a command used to trigger third party services:
