cannot find gstreamer #25

I installed it follow Wiki HowToInstall, when come to the gst-plugins-pps 
isntallation, it comes an occur:

checking for GST... no
no
configure: No package 'gstreamer-0.10' found
configure: error: no gstreamer-0.10 >= 0.10.0 (GStreamer) found

I am sure totem is installed,Why does it cannot find it？

Install gstreamer-devel or something similiar,
would solve this problem.
