[FAQ] Add a new FAQ #552

Question: "How do I report disrespectful engagement, trolling, or other hostile behavior?" Answer: "ACL2020 adheres to the ACL Anti-Harassment Policy. Any participant who experiences harassment or hostile behavior may contact the Professional Conduct Committee (PCC). During Virtual ACL, PCC members are available most hours through the RocketChat channel #professional-conduct-committee. Replying to a PCC member's post there will start a private conversation. Please be assured that if you approach the PCC, your concerns will be kept in strict confidence, and we will consult with you on any actions taken. If the problem occurs in a zoom room, please check the advice for Minimizing and handling disruptions in our instructions to authors at https://acl2020.org/_pages/docs/zoom_documentation_for_authors.pdf. You may also always use the #incidents channel on Rocketchat to report any problems, and the volunteers will help notify the PCC."
