CONSORT has been tracked and there is serious scholarship around it. Not so for APA JARS, which has only been around for a few years, although the design is very similar and it is an excellent standard. We never got around to deciding "what should TOCE track" related to evidence standards. In the literature, the most common thing is to track what things authors report in studies (e.g., are demographics sections missing with/without standards). But, the committee never had a chance to discuss this stuff and it would be rational, if we are going to have some form of evidence standards, to have some kind of evidence based metrics on the impact of the policy --- if any.
