Clarify policy on papers that aren't being revised successfully #53

Here's what I told one AE:

"If you don't think there's a way to fix the paper, or there, is, but the authors have not inspired confidence that they will, that is a good justification for rejection."

I believe the AE guidelines are clear on this now.
