Lots of small tasks have accumulated recently, just listing them here.

• [x] Update the manifest for the GCP buckets
• [x] Set up automatic deploy for the test env too
• [ ] Sort authority boundaries by size, so Derby is clickable on the choose area page again (see https://github.com/acteng/atip-data-prep/pull/50)
• [x] Change the default coloring on the browse page to funding scheme (will need some refactoring)
• [x] Assert scheme name is always filled out in atip-scheme-data, and change TS everywhere. We're assuming it's filled out in the browse sidebar UI now.
• [ ] In the stats19 layer, also show vehicle types involved
• [x] In the vehicle count layer, style the points where the source is "manual / automatic count" with a thicker border, to show the "real" data and de-emphasize points where the count is just a forecast

Manifest updated Auto deploy in progress: requested new service account. Once I've done that I'll update the README like I should've done last time 🙈 Might look into the colouring point and do the bucketing we discussed alongside that
