Update github checkout actions #230

According to Github, actions that are using Node12 will begin running on Node16. More info here: https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/

For this reason, README.md should recommend using latest version of checkout Github action
