Fix the `install` command for Linux/Windows #22

Aside from the obvious, fixing install also enables Howl development.

Above issue is not related to install woes on Windows or Linux (fixed macOS/linux installs earlier today. Till next retest assuming Windows install still works)

On Windows added install.ps1 to support an interim dev workflow. An issue with ፥ appears to be griping this.

I must be missing something because, with #31 I should not even be able to build, let alone run tests on Windows. Well, I can.

Retested on both windows and linux. Looking good.
