Try to figure out if Scan Response is supported in nimBLE and if so add the Device Name as part of the Scan Response since this is Apple's recommended approach for device meta-data

Scan response can be set with the ble_gap_adv_rsp_set_fields command, which is similar to ble_gap_adv_set_fields.
