unexpected error when trying to run program #3

What steps will reproduce the problem?
1. download jmugen
2. run jmugen
3. error, will not run program

What is the expected output? What do you see instead?
I expect it to run but instead i get an unexpected error.

What version of the product are you using? On what operating system?
windows xp SP3

What is your configuration ?
Graphics card, and RAM ?

I means What is your graphics card, because it have to support opengl with 
shader 2.
