Based on PR https://github.com/smira/aptly/pull/551 support of acquire-by-hash needs to be implemented and ready for upstream to apply.

Following needs to be adjusted:

Make algorithm independent of symlinks - hence hash needs to be stored elsewhere resp. recalculated from given file
Implement Link method to PublishStorage interface. Where not supported use copy instead
Add tests
