General bugfixing and updates

Related to #104 and #98 which are general changes requested

PySEP API CHANGE!!! #104: mindistance -> mindistance_km and maxdistance -> maxdistance_km
Updated pysep parameter API changes accrued since 0.3.1 in ALL example Config files
Moved default phase list value setting into the init function rather than as a mutable list set in args
Bugfix: RecSec axis spines were getting turned off by default
Bugfix: command line users would not have been able to flag on/off spines due to string input from command line not evaluating as a bool
Added ability to use station_ids to get data/metadata for individual trace ids #98
Added documentation section to cover how to use station_ids
Updated PySEP documentation to read better, providing equal weight to command line and scripting usage
