7 years ago @rneatrour having multiple files with TOC that crosslink into each is a pattern the ADL chose to use for the xAPI specification and asked for here. If you're interested in tidying up any bad links, that'd be great, but the structure is as-preferred right now, and something you should take up with I'm guessing @andyjohnson or @jhaag75
The table of contents exists in three separate files.
