Create afdko-extras package #773

Create a PyPI package called afdko-extras that includes compiled versions of checkoutlines and IS.

Would it be possible to somehow also wrap the much-loved tx -bc option into this?

Sort of; you'll need to use IS -bc. For example IS -bc -z 32 -g invsmileface SourceCodePro-Regular.otf outputs this:

font SourceCodePro-Regular (32 ppem)
