Pause or cancel any scheduled actions when restrictions are in effect.

Added in v0.1.112.20160629 - Beta M1 - WARNING: MAY BREAK A FEW THINGS. Added an option to not execute actions during restricted periods, even if scheduled while outside of restrictions.
