Reconsider overcommitment #25

Currently the CPU overcommitment for all environments is 50% This should be pretty fine even for high load productions, however it's waste of resources for dev and stg.

Suggestion 200% for staging and 300% for dev

100% Overcommitment for prd should be considered as well, but sometime in the future.

CPU schedule has been reconsidered and the limits dropped. CPU requests has been set based on historical usage using https://github.com/robusta-dev/krr
