ERR: Error: connect ECONNREFUSED {host#:port#} #9

Hey guys Still getting the ECONNREFUSED error I have looked in the node_modules/browsermob-proxy/bin folder and only found runCasper.js

There are no other files. Is this an issue with the permissions on my Mac Book Pro or is this an issue with Browser Mob?
