Publishing mgba-test-runner #720

As part of advancing the GBA targets to Tier 2, we will need documentation on how people can run tests for the target.

Could the mgba-test-runner crate (and all necessary dependencies) be published on crates.io so that we can document a "standard" way to run tests from the CLI?
