Update ./run/run.sh to by default generate the population for all of greater Melbourne and produce a melbourne-2016-population.tar.gz (and/or .zip). Ensure that there is a README.txt file in the archive that describes how to manually put the populations together for custom SA2s in MS Excel.

The fix is available in 555c566
