I believe this is for the Capital Improvements Board and Capital Asset Something Inventory. We talked a lot about this a year or two ago but haven't heard much from them since.
General gist was figuring out a way to help smaller communities build a GIS of their capital assets (roads, pipes, etc) in a standardized schema that would enable DWS to aggregate the data into a statewide database. Main challenges are lack of technical expertise and/or willingness at the local level and lack of time/committed resources at the state level to assist.
