Am I covering all the uses cases?

When an issue is opened or created: → To Do
When a PR is opened and linked to an issue (not in draft): → In Review
When an issue is linked to a draft PR: → In Progress
When a PR is closed with a linked issue: → Closed
When a PR remains open for more than X days: → Paused
- If a comment or a commit is made to the pull request → Paused to In progress

For the last part, maybe not the comment. Because we might discuss in the issue without unpausing it.
