Update CI workflow and add CD workflow #319

I have added a secret to allow the CD workflow to publish to PyPI. Once this is merged, I will make the release commit, tag and push

By the way @bosonie @mbercx what version number are we using for the upcoming release? We are currently at v0.1.0 so we could just go to v0.2.0. But actually I think this may be a good opportunity to declare v1.0.0. We can then make the aiida-core==2.* compatible release v2.0.0 and can easily keep support for the v1.0 branch for some time if needed. So I would vote to release v1.0.0. Agree?

@sphuber @mbercx, I also asked Giovanni. We are ok in doing v1.0.0. Lets proceed!
