Change summary:

Add isWhitelistedUrl() with tests for REST function whitelisting
Add isWhitelistedIp() with tests for IP whitelisting
Add logging for ip whitelising check
Allow tailing / at the end of endpoint url for api access tools
Rename: addToWhiteListNodeParam.js -> addToWhitelistNodeParam.js
