IP whitelisting with addToDevClientApiIpWhitelist.js doesn't work.

Resolved:

Changed to use ip.isEqual() instead of matchUrl() to cover both ipv4 and ipv6. (critical case example: ::ffff:32.190.239.181) cc: @minsulee2
